The Consumer Product Safety Improvement Act (CPSIA) issued by the United States in 2008 stipulates that DEHP, DBP and BBP three types of ortho-benzene plasticizers are permanently banned due to damage to the child's reproductive system and endocrine system. DINP, DIDP and DNOP are three types of neighbors. The benzene plasticizer was temporarily banned. On July 18, 2014, CPSC's Chronic Hazard Advisory Group (CHAP) officially released a hazard analysis report on phthalates and their substitutes in toys and child care products after four years of research, covering children. Various types of plasticizers involved in the product (including those not listed in CPSIA). According to the CHAP report, CPSC issued a proposed regulation for the ban on toys and children's products containing specific plasticizers at the end of 2014. The proposal stipulates that the permanent ban on DEHP, DBP and BBP will be maintained, the temporary ban on DINP will be upgraded to a permanent ban, and the temporary ban on DIDP and DNOP will be lifted. At the same time, a permanent ban on four phthalate plasticizers, DIBP, DHENP, DHEXP and DCHP, was added. The CPSC should have finalized the final rule and officially released it in the year following the release of the proposal, but the new regulation has not been released. The vote is expected to make the proposed regulations come into force. According to the CPSIA regulations, inclusion in the ban means that the substance should not exceed 0.1%, otherwise it will be considered unqualified.
Children's products such as toys are important export commodities of China. The restricted objects include six common plasticizers such as DEHP, while the United States will add permanent injunctions such as DIBP and DHENP. Plasticizers, national standards and EU standards have not yet set limits. After the relevant proposals are passed, they will have a greater impact on China's toy export industry.
