How to achieve proper packaging

At present, China's packaging waste accounts for more than 10% of urban household garbage. Most of these wastes are luxurious and over-packaged. Legislation restricts excessive packaging

In order to solve the problem of excessive packaging, the draft revised “Solid Waste Pollution Prevention and Control Law” reviewed by the tenth session of the Standing Committee of the Tenth National People’s Congress stipulated on one hand the mandatory collection system for some packaging; Where the packaging has not yet been restricted, it stipulates that "The State Council's administrative department for standardization shall organize and formulate relevant standards to limit excessive packaging in accordance with the country's economic and technological conditions, the state of solid waste pollution prevention and control, and the technical requirements of the product."

According to the draft regulations, the State Council’s economic and trade administrative department will formulate a list of compulsory collection of products and packaging and specific measures for recovery. Enterprises that produce, sell, or import products and packaging items that are listed in the catalogue must be recycled or disposed of according to the regulations, or entrusted with the relevant units to recycle or dispose of them.

Learn from Foreign Overpack Control Methods

At present, foreign countries mainly implement three kinds of control measures for over-packaging: The first is standard control, that is, setting restrictions on the volume of packages, the gap between packages and commodities, the number of packages, the ratio of packaging costs to the value of goods, etc. Standards; the second is the control of economic measures, such as the collection of packaging taxes on non-paper-based packaging and packaging that does not meet the recycling requirements, or through garbage metering to guide consumers to choose simple packaging; the third is to increase producer responsibility. It is stipulated that the producers of goods are responsible for the recovery of the packaging of goods. Usually, depositors can be used to entrust relevant commercial establishments to recycle packaging. In order to facilitate recycling, producers will actively choose package designs that use less material and are easy to recycle. We can learn from these successful experiences and methods abroad.

Function reflects moderate packaging

Packaging has seven functions: protecting goods, beautifying goods, saving costs, facilitating storage and transportation, facilitating measurement, guiding consumption, and increasing added value. However, not all products need to be packaged to perform all functions. In use, it is usually only based on the demand to play some of its main functions. "Appropriate packaging" is a basic coordination and balance of the functions, benefits, and packaging costs that should be sought for packaging.

For example, the reduction in the packaging of goods is a requirement that reflects the appropriate degree of packaging. Under the basic principle of not impairing the function of packaging of goods, efforts have been made to make the packaging lighter, use simple packaging, reduce the space volume ratio, use the smallest packaging, and maximize the role of packaging.
