Environment 1. Low forest coverage 70% of China’s 9.6 million square kilometers of territory is mountainous, and the area of ​​suitable forest is approximately 267 million hectares, accounting for 27.8% of the total land area. In sharp contrast to this, although the forest coverage rate has been increasing slowly, it has just exceeded 16%, much lower than the world average of 27%, and the forest area utilization rate is only 45.7%, while some developed countries have exceeded 90%. China's per capita forest reserves are only 9 cubic meters, which is equivalent to 12.5% ​​of the world's per capita volume.
2. Low proportion of wood pulp for papermaking The international papermaking industry is a large household for wood use. The world accounts for 40% of the total resources of wood for papermaking each year, while China currently accounts for only 6.7% of papermaking materials. At present, China's annual output of wood pulp is only 2.1 million tons, accounting for only about 7.4% of the total amount of pulp used for papermaking. In addition to wood pulp imported from abroad, the total volume of wood pulp in papermaking accounts for only 10.7%. The world is 94%. China needs a large amount of wood pulp and wood pulp paper products to be imported every year. In 1999 alone, the exchange rate reached 10.4 billion U.S. dollars. Obviously, there is still a long way to go to increase the proportion of wood pulp in China. On the one hand, it must rely on the country to vigorously develop the construction of fast-growing and high-yield forest bases. On the other hand, paper-making enterprises must also develop a certain scale of papermaking forest bases to solve a certain percentage of papermaking timber.
3. Insufficient production of paper products In spite of the fact that the quantity and variety of papermaking industry in China are still far from meeting the needs of national economic development and people's lives, the per capita possession of paper and the per capita consumption of paper have become one of the indicators of the development level of a country. At present, the per capita annual consumption of paper in developed countries and regions amounts to more than 200 kilograms, while the total annual consumption in China is 30.619 million tons, and the per capita annual consumption of paper is only 21 kilograms, which is less than half of the world average level of 48 kilograms. According to relevant department statistics, in 2000, China’s demand for paper and paper products was 30 million to 40 million tons, and it is expected that the demand in 2010 will be 50 to 60 million tons, so the contradiction between supply and demand for pulp will increase day by day.
4. According to statistics, there are 11025 papermaking enterprises in China, more than 6,000 townships and above, and the vast majority use straw pulp as the main raw material. The average annual output is only 0.25 million tons, while the average size of the world paper mills is Production of 64,200 tons. Due to the small scale, backward equipment, high energy consumption, low economic efficiency, and serious pollution, about 75% of the alkali and wastewater containing organic matter cannot be effectively recovered and treated. At present, China's annual discharge of papermaking wastewater reaches 3 billion tons, accounting for more than 13% of the industrial wastewater discharge. The country has decided to close or renovate nearly 1,000 small-scale pulp and paper mills.
5. Reliance on imported wood pulp, waste paper, paper and paperboard, paper products, wood-based panels, logs and other wood products imported from 2001 was estimated to be approximately US$12 billion, and together with petroleum and steel, it will become the largest three categories of imported foreign exchange. Products, import dependence. What is more serious is that in the past there was no foreign exchange for the import of wood pulp and other commodities, which forced the “grass-based” error to be adopted, which led to a serious distortion of the paper industry in China, resulting in structural distortions and a typical industry that was not sustainable. As for the environmental consequences, it is obvious that the ecological deterioration will threaten the survival and development of future generations, and the cost will be heavy.
Conditions 1. Abundant woodland resources According to the results of the fifth “National Forest Resources Statistics” (1994-1998), China’s existing forestry land area is 257 million hectares (excluding Taiwan and Tibet’s control line), among which there are forest land areas. It is 154 million hectares, accounting for 59.77% of the total forestry area. Existing timber forests cover an area of ​​99.395 million hectares, accounting for 76.93% of the total forest area. The existing total standing stock of standing trees is 12.49 billion cubic meters, of which forest reserves are 11.27 billion cubic meters and the forest coverage rate is 16.55%. In the forest land, there are no forest lands of 57,036,700 hectares, accounting for 22.19% of the country's total forest land area. The water and heat conditions are good, and it is suitable for the development of fast-growing and high-yield papermaking raw material forest bases. There are 59.0011 million hectares of existing forest land in ten provinces (districts) of the southern collective forest, accounting for 72.33% of the total forestry land in ten provinces (regions), and suitable forest lands (no woodland ) An area of ​​10.456 million hectares, accounting for 12.82%, and other areas including unforested afforestation areas and open forest lands account for 14.85%.
